Boundary Lines Under

Proprietary Administration

 

Regarding the territorial units under proprietary administration, their boundaries most likely will follow pre-existing political boundaries. In any case, their boundaries will be subject to favorable modification, favorable to all concerned.

     The various proprietary authorities, especially those which are contiguous one to another, will from time to time purchase portions of one another’s properties. This will occur when it has become apparent to Authority A that it could give a more profitable administration to a portion of a territory belonging to Authority B — that is, make it more profitable. Authority A will then offer to purchase from Authority B at a price which Authority B cannot afford to refuse, because Authority B can make the capital represented by that price more productive in some other area or form. The same cause which makes it profitable for A to buy, will make it profitable for B to sell.

     Transactions of this kind, continuing, will result in all territory coming under that authority which will be able to give it the best services and thereby make it most productive and most profitable both to the owning authority and to those who occupy it.

     Thus, under the profit motivation and through buying and selling, all the lands, sites and resources will come under the administration which will be most advantageous to the entire population. Natural boundaries, such as mountains and rivers, will of course have their influence, but the over-all, determining influence in determining boundaries will be the efficiency of public administration.

     In a word, the boundary lines of proprietary authorities will not be arbitrarily established, but will naturally be such as contribute to the welfare of the entire population.
