Carbon of a letter to Mrs. Gene Bolles, 535 Fifth Avenue, New York City

Dear Mrs. Bolles:

    MacMillan has returned my “opus” with the remark that it does not fit into their publication plans. So, in view of your kindly expressed interest, I take the liberty of sending it to you for your leisurely exam­ination and such recommendation or assistance as you may be disposed to offer.

     I think you will find that it discloses the essen­tial process by which civilization has made a not incon­siderable growth, and how that growth can be enormously accelerated and expanded under the ordinary business motivations of service and its recompense in profits and property values, the only requisite being a reasonable publicizing of this new information or discovery as to the possibilities existing in the contractual administra­tion of community sites and resources and the public capital appurtenant to them.

     As you know, my only desire is to have these matters come under the serious scrutiny of competent minds capable of bringing them into still wider fields of attention and recognition. It is my hope, therefore, to find a publisher with the acumen to evaluate the policies of business administration that are recommended, and having adequate business facilities for gaining attention to them. I am only remotely concerned for any profit or recompense to myself.
