Dear Dr. Cole:
I was greatly impressed by your kind letter of last November concerning a proposed non-political administration of the Suez Canal. Your clear understanding of the advantages of owner administration of a territory or other property in lieu of that of a political sovereignty is very gratifying to me.
I would like to know more about Prof. Albert Lane’s proposal of an international company to exercise proprietary instead of political jurisdiction over Antarctica and other international properties. I should be glad to have specific references to his and similar writings along this line. It is a matter of satisfaction to me that scholars like the late Prof. Lane and yourself are coming to realize the important difference between the two kinds of jurisdiction and administration — between the proprium and the imperium, as they are distinguished in international law.
I take great pleasure therefore in presenting to you with my compliments an advance copy of my Citadel, Market and Altar, which I trust will attract your attention and be found worthy of the inspiration under which it was written and the purposes towards which it is aimed.
