Verbatim note by Spencer MacCallum of comment by Heath on a part of the editorial, “National Sovereignty Out of Date?,” appearing in The Register, Santa Ana, California, March 21, 1962.

“Dr. Christol in his speech argued for elimination of the so-called Connally amendment, which prevents the World Court from stepping into United States domestic issues without consent of the United States. He claimed this country has lost stature internationally because it has not submitted to compulsory international jurisdiction.”

Did Carthage gain stature when she came under the world dominion of Rome?
