My dear Mr. Heath
This is only a preliminary letter to let you know I have read the matter you left me and cannot find any flaw in your argument yet — tho I have a feeling there may occur to me several gaps you will have to fill.
Your worst fault, I think, in so far as the general acceptance of the argument is concerned, is your assumption that the reader will accept your statement that rent is payment for the services of government (less the disservices). Too few people know this very obvious fact and finding it stated without any justification, will reject the whole thing. A small fault, really.
Your assumption that the reader will see that it is to the landowners’ advantage to take the step you advocate, is a bold one. I am not convinced, yet, myself, if I ever shall be. Am still pondering on a, to me, new beautiful idea.
