Dear Mr. Heath:
Although it is true, as you point out in your letter of December 2, that light waves have some sort of motion in a direction perpendicular to their line of propagation there is no ambiguity in this. The velocity which is regarded as “absolute and fundamental” is specifically the velocity of propagation — that is the velocity with which the energy moves forward.
