In common parlance we speak of something as rational and the opposite as arbitrary. Association beyond familial is numerical because rational, universal because impersonal. “Consensual rationality” is used by society. Quantities involved are determined in freedom, by spontaneity and mutuality. Quantities are arrived at by measurement in freedom in society, arbitrarily in government, by empirical methods at best.
