Penciled draft of a letter on ring-binder sheet

Dear Sir —
The ground rent or income to land, present or prospective, is all that makes its ownership desirable and possible. Land without present income has no present value; without prospective income it is without even prospective value.
Civilized life depends on private ownership of land.
Your property in land is being destroyed.
As a land or location owner your income, ground rents, has so far declined that all your property has become or is becoming a liability instead of an asset.
Myself a landowner, I propose that the causes of our practical expropriation be studied and action taken for the restoration and increase of ground rents and land values. To do this it is necessary that definite measures be considered by specific groups of ground owners having solidarity of interest.
I am therefore calling upon you and the other ground owners of Block No.637 to attend a preliminary meeting with such ends in view and such procedure as you will find suggested in the formal call which accompanies this letter.
Since this matter is projected solely in the interest of larger net income to real estate and for no other object or purpose, your participation is confidently expected.
Very truly yours,
