… the motion ratio — number of motion units per unit of time, velocity — must of necessity be maximum. This is the velocity of radiant energy, of light.

When the mass-motion ratio is highest — greatest number of mass-motion units per unit of time, then the number of motion units per unit of time must be at its minimum. This is the nearest possible approach to no velocity, to absolute zero.
