/It begins to look as though primitive property was administrative, and not exclusive. That is why the Anglo-Saxon word “own” meant “to owe.” And the idea of property as being exclusive of others was a corruption of the original significance by the Roman, the slave-state ideology. The farther back you go the more administrative property becomes./
