Prior to World War II?

     There are two kinds of authority among men

     There are just two kinds of property among men — public and private.

     Public property is that of which men have the use or enjoyment inclusively with others, more or less in common and not exclusively of others.

     Private property is that of which men have the use or enjoyment not in common with but exclusively of others.
