Historically and in Public Law there are two contrary kinds of human jurisdiction over a place, a person or a thing, the imperium and the proprium. The one is called sovereignty. It is exercised and maintained by force and its authority is accepted, by involuntary or by voluntary submission to force. The other is called property. It is exercised by contract and maintained by consent
The instrument of sovereignty is government, the organization of force.
