Your mother doesn’t own the piece of property this house is on. She holds it conditionally so long as she does what the politicians tell her to do — so long as she pays her taxes. But if she rents this piece of land to someone else, she can’t do to them what the politicians are doing to her. She can’t do anything but serve them.
