Marginal pencil notation on page 153 of Russell Kirk, The Conservative Mind (Chicago: Henry Regnery Co., 1953)
Original is missing.
/Kirk: “in his Discourse on the Constitution, Calhoun cites the tendency of simple numerical majorities to throw all power into the grasp of an urban population, in effect disfranchising rural regions.”/
For simple democracy this is true. But representative government works reversely — through unequal representation in legislative bodies.
The U.S. shift towards democracy is downward.
