Significant because the first reference yet found to the new title of Heath’s book, Citadel, Market and Altar, previously titled The Energy Concept of Population. Perhaps the new title reflects Heath having enlarged the subject matter to include historic and esthetic matters.

Dear Mr. Heath:
Mr. Morehouse referred your book, CITADEL, MARKET AND ALTAR, to the Trade Department. After discussing it, we are sorry to tell you that we find it impossible to include the book in our publishing plans.
Current war conditions of course compel us to curtail our activities rather drastically, and unfortunately, we felt that we could not add your book to our responsibilities. Thank you, however, for letting us see it.
The manuscript is going back to you under separate cover.
