Dear Mr. Heath:

Thanks so much for the copy of your paper. I like the thought very much and wonder how it can be implemented with more details of a gradual transition into the business type of manage­ment, rather than the political type of operation. The way, for example, that the operations of American oil companies in Venezuela have worked out.

 There are people who work for these petroleum companies that have had a very rapid rise from a very low level of living and production into one in which their children, at least, will get all of the advantages of modern education and training. In addition, the country is getting very large income from the oil companies — enough to keep the general taxes at a very low level. All of this gives one the confidence that much can be done, even now, where the governments permit.
