Dear J.C.:
In reply to your letter of July 26th and the proposal of Mr. Spencer Heath on the Suez Canal, my only comment on anything that seems so sensible is, first, since the whole world is in the business of taking other peoples’ property, it may not be very easy to persuade Mr. Nasser that he has no right to follow the example of the rest of the world, including Britain herself.
And that raises the second question: Suppose everybody else wanted to do what the proposal sets out? Nearly everything seems to depend upon what Egypt will think about it and what Egypt will do.
So, the question as to whether or not it is a good plan, is answered by the main question, which is “What will Egypt think about it?”
