Dear Dr. Hutt:
Please let me express my personal appreciation of your very kind letter of April 18th concerning my proposed non-political solution of the Suez Canal problem. Your response caused me to feel that you would be interested in an elaboration of the basic principles of
public administration in general, of which the proposed Canal solution was only a particular and specific application.
Accordingly, I take great pleasure in presenting to you with my compliments an inscribed copy of my recently published CITADEL, MARKET AND ALTAR. I trust you will enjoy reading it and that you will be stimulated — perhaps also hopefully inspired — by some of its unusual points of view.
It is gratifying to me to be in communication with a creative mind such as yours in that part of the world made illustrious by Olive Schreiner and the late Jan Smutz, both of whom I so greatly admired.
