Here is a view of cosmic process guiding the quantitative and qualitative aspects of human energy as woof and warp into the pattern of a unique, a societal, life-form, and a view of our ideal, Government (as compulsive power) as existing before Society and /perhaps/ necessary to Society’s birth but itself not born into the free and voluntary process that functions in and distinguishes the social state. Hence the need, once this view is attained, to social-ize government — to bring under the operation of social and voluntary, contractual and consensual, process the one great area of human action that perpetuates the pre-social process and has not been elevated into the social and voluntary mode. The final chapter of Part I, the Analysis, takes for its thesis and theme, “The Social-ization of Government.” (Ch 13)
