“S. H. once read in some ‘published authority’ an item to the effect that the Witangamot of England once passed for its own governance, before the Norman Conquest, a measure to wit:

No lord shall take from a freeman /tenant?/

more rent than the freeman is willing to pay.

 

This is, apparently, a law against taxation. He thought for some years this was in John Z. White, PUBLIC AND PRIVATE PROPERTY. But we don’t find it there now. The significance of this reference and its value to us is obvious.”
