Dear Mr. Acker:
Replying to your favor of December seventh. I wish to say that I am most interested in the phase of the problem of real estate ownership that relates to the restoration and maintenance of income to the properties.
A study of the whole subject from this angle has convinced me that taxes destroy income by their incidence far more than by their amount, and that we can obtain much more relief by change of incidence than by trying to reduce the amount of taxation in ways that are a detriment to income and therefore destructive of values.
For your more detailed reference, I enclose copy of a letter written some time ago to Mr. Adam Schantz with whom you are probably acquainted.
