Dear Mr. Acker:

 

     Replying to your favor of December seventh. I wish to say that I am most interested in the phase of the problem of real estate ownership that relates to the res­toration and maintenance of income to the properties.

 

     A study of the whole subject from this angle has convinced me that taxes destroy income by their inci­dence far more than by their amount, and that we can ob­tain much more relief by change of incidence than by try­ing to reduce the amount of taxation in ways that are a detriment to income and therefore destructive of values.

 

     For your more detailed reference, I enclose copy of a letter written some time ago to Mr. Adam Schantz with whom you are probably acquainted.
